A lot, and probably most, places in the us (by sq mile), it is legal to openly carry a long arm. It'd be entirely legal for me, for instance, to sling an AR across my back, ride my bike 30 miles North, hunt small game on an appropriate, available property with it, and return similarly. And the truth is, that the likelihood of a police officer saying anything about it, is very, very low. Maybe if it had a mag in and chamber closed, I'd get some safety commentary.... maybe. It is also true that if I were to hunt in this manner, I'd probably break the rifle down anyway so I could carry it protected in my paniers as opposed to exposed to gunk and dust etc; so perhaps not the perfect example.
OTOH, its pretty clear the guy is intending to provoke a police response, thus the filming, and flag waving, and the aggressive language toward the cop. Cop did good, idiot protestor made it aggravating for everyone involved... Its funny, cause I'm generally pretty biased against cops, and wouldn't believe one concerning anything unless I had hard, physical evidence to verify even the tiniest assertion... But compliments where due, the cop did good.
