if the objective of the $600 dollar check is spend it (as suggested by congress and signed into law by the president), I'd buy lottery tickets (its free money after all), and suggest everone else do so too.
this is because, by definition the $600 dollar check would be spent in the "business as usual" consumer economy, states would get their cut (because on average 1/3 of the money in the pot goes to the state for programs like education), and someone would be lucky and win the pot.
personally if I did win one of the state lotteries, my plan would be to custom build a gold plated SUV (based on the Cadillac Escalade - I'd only buy american of course) with diamonds glued onto the rims, the vehicle would be used so I cruise around and pick up various high class hookers

The House bill would give rebates of between $600 and $1,200 to taxpayers with maximum incomes of $75,000 for singles and $150,000 for couples. The seniors and veterans living on fixed incomes will get $300 rebate checks with the Senate amendment.
