It is nothing unusual to wait 2 years for a US spousal visa, especially where step children are involved.
Also to qualify you need an income, unemployment benefits don't count.
I think that dude will die of boredom pretty quick if they stay in Russia.

Righto, what visa would this dude be on? Tourist or spouse? I can tell you for sure if he is a welfare bludging Indian his wife will never get a US visa and his kids won't either.

A HIV negative certificate.
A test proving that the applicant does not have VD, otherwise known as "Socially transmitted diseases".
A test proving negative for Tuberculoses.
A test proving negative for leprosy.

The applicant will have to provide their marriage certificate.
The applicants spouse will have to provide a copy of their internal passport.

It is also advised to contact the UFMS in the local region and to enquire which of these documents will need to be notarised locally..

I spend a lot of time around Americans with foreign wives.
There are only 3 reasons why these choose not to migrate their wives and kids back stateside:

1/ They don't trust them. (They expect they will lose her once she realizes her options)
2/ They can't sponsor. (Either because of criminal record or lack of visible means of support)
3/ They really want to live in their wife's country for the rest of their lives.

As it seems this couple is genuine. Strike off one.

There is my logic, based on many years experience with expats and their foreign wives.

Where I live in the Philippines the wages are about double to triple these Russian pensions; life is pretty tough here, must be tougher there I guess?
