im in maricopa too, and indeed the pamphlet is real. it apparently came from the department of homeland security and really made a lot of waves among local law enforcement. it didnt go over too well, considering that a lot of police officers consider themselves defenders of the constitution, etc. etc. etc.
the pamphlet was also brought out of circulation fairly quickly as sheriffs were getting pissed off emails from officers or something. but yeah, the pamphlet is real. orwell was like 20 years early
