To gather the huge amounts of plastic debris in the Pacific & create a new Atlantis/ecotopia.

Fishnets wouldn't do the trick in that case. The plastic junk would have to be encased somehow to prevent erosion.

If there was a large organization doing a project like this right now I would fly out there in a minute to participate. Woman, baby & all.

Would require a lot of funding & resources (and seeds) but I can't imagine anything cooler to do with my life right now.

You should also know that there are plenty of uninhabited islands in Newfoundland. Before the 1960's there were many isolated "outports", many on islands, some just really remote. The Government "encouraged" people to resettle in larger towns where they could get better services. Now most of these abandoned settlements are fading into dust, but a few have found a new life as summer communities. Google "Exploits Island Newfoundland" to get a sense of what I mean.

Why are you so hung up on the United States? Many of those islands belong to the local governments no more than a Moon to that Californian who registered it as his property. Most probably arent even visited by bipedals. And I'm sure US also has some islands to offer you, if you dont mind Arctic ocean that is.

Philippines and Indonesia between them have thousands of uninhabited islands; Philippines is very easy on Americans who want to live there. I have seen islands sell for $10,000 to American controlled corporations.
The floating island idea has been around for a very long time, several old world tribes in Latin America, Africa and Asia extended their farming capacity with floating gardens. Nothing new under the sun there.
In 1st world countries your chances of doing this and not being prosecuted under some pro real estate legislation are pretty slim.

Actually the way things tend to work in remote places is the locals will accept what benefits them.
Starting up a business competing with locals is not a clever idea.
Starting a resort on a very small scale, whereby the locals make $ they did not make before you came along; can work to mutual advantage.
I showed my wife this video and she thinks we should build a mini floating resort in the Philippines.
We may just do that.
