Well, think about it. There comes a point where it just isn't worth it anymore. If they've been in Congress for a long time, they can retire with a fat life-long pension. More significantly, they can make a lot more money just getting a job with a lobbying firm and they're still right there in the halls of Congress, they just move up to the REAL law-making position of lobbyist.

Notice how they always talk about wanting to pursue "other opportunities."
