In various regions of Upstate New York, waiting lists for modern public subsidized housing units are years long or closed since these units are in short supply.
The counties place many evicted or homeless residents in local motels at a cost of $50 to $80 per night (double for large families) so they push them hard and/or work hard to find them permanent shelter.
In the low and lower middle income urban areas there are a fair amount of private landlords that accept Section 8 tenants. Due to housing shortages, they're also not as fussy when it comes to inspection and safety requirements.
Many of these non owner occupied landlords, out of town landlords and slumlords can't rent their units since the units are in bad neighborhoods, they lack on-street parking, off-street parking and the century old units are grossly inefficient units in poor condition.
In the free market, many of these units wouldn't rent, but since the rents are subsidized, not only due they rent, but the landlords can jack rents well beyond fair market value.
Many landlords, especially slumlords actually prefer rent subsidized tenants since these tenants can afford their rents, they're less likely to move, plus they're less likely to report them for code/safety violations, temporary low/zero heat and low/zero hot water conditions, water shutoffs, utility shutoffs etc.
The average low income apartment seekers in many regions work low paying jobs, low paying part-time jobs and they're frequently unemployed, so it's very risky to rent to these tenants, especially since many have no credit, plus can't afford security deposits and last months rent.
The low rent landlords minimize risk by not investing much money in their properties, maintenance and repairs.

Our local WalMart distribution center is one of the highest paying employers of unskilled laborers in the region. Many workers start at around $16 per hour and soon move up to $18 plus per hour with benefits. Starting wages are double the wages many local unskilled factory workers make, plus many factory workers have no benefits and/or they're frequently laid off.
Some wealthy business owners including some of our friends and business associates have complained about the tax breaks, incentives and subsidies given to WalMart.
The also complained when WalMart and other businesses in the industrial park failed to meet hiring mandates necessary to qualify for the incentives and tax breaks. These mandates are scoff-laws for large employers with financial muscle.
Walmart, as well as a few other businesses can afford to pay employees more money and/or sell products for lower costs due to incentives, subsidies and 10 plus year tax breaks.
New businesses and very large businesses are often treated like royalty, while existing businesses, smaller and mid sized businesses are treated like garbage.
