Sorry, no its not. Its a fairly standard casting reel. Their profile has changed over the years a bit to the flatter style shown in the pic; but it is distinguishable by the open gap in the front that looks kinda black in the picture.
A zebco reel, has a closed cone in front; they do however share a common feature in that the thumb is used to control release of the line; in a zebco, a plastic button is pushed in back; in the traditional casting reel shown, the thumb is held and released against the spool.
To those not in the cultural "know"; a zebco is considered a child's or beginner's reel because of its resistance to massive tangles and fidly-ness. Unfortunately, it is non-fidly, up until the point it stops working, at which point it becomes fiddle-proof. lol
