Several things we need to do.
1) Find out which peoples produce the most oil after being 'processed'.
ie. people with greasy hair and oily skin should be rounded up into 'energy camps'.
2) Have to keep their morale high, no one will work if they realise at the end they're gonna be pushing our cars.
3 Absolutely must make them renewable. For exampling, arranging marriages between the most oily men and women with the hair that could power my lawnmower. Their children will be super-oily. Once this energy couple, produce two or more children, they may be processed for oil.
4) Making sure that the people rounding up these oily scum bags, continuously wash their hair, and their face, so they may not be mistaken for walking oil reserves.
Nobody will think it's racism or ethnic cleansing, because you get oily greasy people in all races
