Alright - the only way to deal with stuff like this is the logic hammer, so here it comes. Israel was conceived of in 1947. On the heals of WWI, the state was created as a partition of exisiting Palestine to create the new soverign nation of Israel.
Israel was then immediately embroiled in a fight for survival as the surrounding Arab world refused to accept the British Mandate of Palestine in 1947, the later UN endorsement and the 1948 declaration of Israeli independance.
AIDS was first identified in 1981 in the United States in Los Angeles California.

Information on Israeli bioweapons programs obviously isn't easy to get, but there are some news articles in the Times and some other papers that indicate they had an active chemical weapons program beginning in the mid to late 60s. (Anecdotal evidence at best).
There is some (again anecdotal) evidence that Israel traded in bio and nuclear weapons technology with the Union of South Africa's apartheid government sometime during the late 80s, but there is strong evidence that the apartheid government was working on bioweapons to target blacks.
Contrary to the theory we're examining though, this would be post-AIDS, so they obviously didn't purchase the technology and release it.
Could Israel have developed AIDS in time to get it out and infecting people by 1981? Genetic engineering didn't really become possible until 1978 with the successful isolation of restriction endonucleases.
So - zero to AIDS outbreak in the USA in 3 years? Highly unlikely. Incubation from HIV to full blown AIDS would cut into this time significantly, leaving approximately only 2 to 2.5 years to fully integrate the new gene splicing technology with their (possibly) newly purchased bioweapons program (if it even existed).
Aside from that, certain simian species, local to Africa, have a fully developed carrier relationship with several subtypes of the HIV virus - much like humans and many influenza and simplex viral strains. While very common, these carrier relationships take a few generations to develop until only offspring that are not killed by the virus survive and become a majority of the breeding poplulation.
Based on the lifespan of the African monkeys with these relationships, this suggests that the HIV virus had to exist for
at least 10 to 20 years before it's discovery in 1981, placing it's origin solidly before humans became capable of genetic engineering.
So connecting the circle - could Isreal have created HIV? Highly unlikely. Could any human have created it? Again, neigh impossible because of the time frames involved.
Could the Union of South Africa's apartheid government have discovered it and intentionall spread it in the black population? Now there's something that might be looked into.
In my (humble) opinion, it's far more likely that someone was bitten by an infected simian, or otherwise injured while hunting one (monkey is a common source of food in some African regions) and the HIV virus made the species jump.
