No it didn't. The status of "State's rights" are defined by the U.S. Constitution, as interpreted by the U.S. Supreme Court.
There are constantly legal arguments over the extent of federal authority and state's rights. The limits are decided by the Supreme Court. The interpretation of State's rights changes with the politics of the Court. For instance, the current Supreme court is somewhat friendlier to state's rights then some prior courts.
