The EU/int. version seems to be water cooled and has got double tube front frame section (#1 pic US).
Neighborhood Electric Vehicle (NEV) motorcycle?!? There seems to be new affordable glider for cheap electric motorcycle conversions and now in "softail" style! The MSRP of $3395 would be cut perhaps to half without the ICE engine/exhaust. These bikes are being exported to the US and EU as unassembled parts in boxes from China. So a deal without the engine/exhaust certainly could be made. Also, 4kW output limiter (on/off) via controller could be arranged to avoid higher taxes and regulations or as specified in your region. They claim 65 mpg economy for the 250ccm ICE version, so slightly above 100 mpg for the EV conversion would be realistic assumption.
