That is an interesting subject.
Massive nuke use would be trully horrific for city dwellers.
This would also annihilate most of "elites", if came with a little or no warning.
On the other hand massive nuke use could be a blessing in disguise for those living in countryside, say 10, 20 or 100 miles away from larger population centres.
There would be no "zombie hordes" to contend with, there would be no intrusive authorities or taxes at least for some time, any debt would no longer be due for payment and small, local communities would form.
There would be no more litter left by
consumers in pristine wilderness areas as well as fish stocks would recover around a coast.
Some areas would go "Mad Maxed", but some other with stronger community links would certainly retain some basic rule of law.
New, feudal order would slowly form within next one or two centuries.
Current TPTB will no longer be relevant.
Many poor would get their once in life chance to become influential people.
In that sense many people would actually benefit from nuking...
As I observe history of humanity, whenever ancient cities building state collapsed, rural communities begined to thrive.
I do not think, that we would have an exception here.
