Hard one to call. India, for example, has a problem with declining water tables - making growth of food by independent farmers more problematic. I've read that they're using light plastic film tubes to accomplish a drip irrigation system on the cheap. But notice they have a water problem, and they need industrial production to sustain crop production.
My scenario anticipates that productive land and food will be taken (perhaps at bayonet point?) to supply the cities. An alternative is that consuming hordes will exit the cities and loot the subsistence farms. In either case, the poor will have a problem.
Add to that - no foreign aid shipments.
Still, who knows? Maybe I'm just an optimist.
