The reason why concrete from the moon would be viable is simple- It's a natural by-product of extracting the gravitational potential energy from the mass.
By taking moon rock, then hurling it onto a pad on Earth to absorb the energy, or by taking the moon rock, and throwing it on a glider/energy generator type thing, weighing it down, and such, and feeding off the power, you could/would extract energy from it.
The power produced by would then be sold.
Now, their might not be a huge amount of moon concrete, but the moon concrete there was, would be a by-product of moon mining, and gravity energy extraction. They would, be, in reality, nothing more than rocks from another world.
So they could be used to make concrete, unless we find somehow, that the properties of the moon rock take lower energy photons and convert them to higher energy photons, because the moon emits more gamma radiation than it recieves when hit by sunlight, but that's another story.
