I just have to get my engineering degree, build some technologies first to acquire the wealth necessary to build a colony of that sort, acquire/round up some very essentially resources(lots of tech, books, and knolwedge), and plant life and what not.
I would also have to test out a few technologies in order to create a sea colony-
1. Structural reinforcement fields- These would be needed during storms, tidal waves, or Tsunamis, but they would protect the colony from the immense forces that both insure a limitless supply of energy, and offer great threats.
2. A certain type of water purifier, which would be able to remove all the fresh water from salt water, but at a very low energy cost.
3. High capacity stirling engines- Not really difficult, just a small modification to a stirling engine, so that it exerts more force when exposed to smaller energy levels. This would be needed for both power production when tides are down, and for nutrient reallocation from the deep sea to the surface, for hydroponic growth of plants.
These three technologies would be absolute essentials, and all three are very simplistic in nature.
1 would be necessary for large scale construction of ocean cities, 2 would be necessary to produce a large volume of fresh water for drinking, hydroponic and industrial purposes, and 3 would be necessary for energy production in the city, as well as for cargo transport(we couldn't use tidal power for ships transporting cargo, but oceanic thermal differences would provide a power source to transport goods to and fro, and ships could derive their power directly from their environment, rather than using tons of fossil fuels, thus allowing cheap transport of goods).
All of them should be easy to do.
You plan on evolving yourself a pair of fins pretty soon????
I once read somewhere there was an Indian Monk that could survive without eating or drinking for 10 years.

More realistically though, Seaweed, Green Barley, Avacados, Brocilli, etc are universal foods. Take Avacado as an example, it is more dense in protien than beef or pork! It has only good cholestrol and none of the bad. It is eaten RAW (thus no nutrients are killed in the process, no cancer causing susbtances are present because there is no cooking, and no cooking means it saves tons of energy... Avacado has almost every nutrient and vitamin the body needs to function and has it in ideal portions.
Same with green barley. Man can consume ONLY green barley for the REST of his life without getting sick, illness, etc. Try that with MCDOnalds
LK and you will be died in a decade. Green Barley can be grown like grass, (ie you could do it in your own front lawn or back yard) it survives all weather, easy to take care of etc..
Most of all, vegetarian diet is 20 times more efficent than eating meat. All that land could be used to directly grow barley for human consumption instead of using it as pasteur to feed the cows (extremely energy INEFFICENT)
Seaweed is like the Green Barley of the oceans. It can be virtually grown to unlimited amounts. It is another one of those universal foods that I talked about. FISH is very energy inefficent.
Always when you eat higher up on the food chain the most inefficent it gets. (Donald Trump eating Shark meat anyone??)
The closer you are to GREEN (chorophyoll) the much more effiecent.
ie green barley, spirulina, seaweed, brocolli, etc and eat it RAW for maxium total efficency.... and chew slowly more efficency, but not TOO slowly otherwise the energy of the jaws will out way the efficency gained by getting the bits smaller.
