Do a google news on 'water shortage'.
Water shortage is a problem, but that is not a reason to debunk this technology. If 4oz of water could power a car for 100 miles, then theoretically we would be able to desalinate huge quantities of sea water. The Water Return on Water Invested (WRoWI) would be so large that there would never be either a water or an energy shortage.
But in reality, the water as fuel claim is bogus. If you look closely at this technology you will see that there is another energy source and that water is simply an ingredient into the process-- but it is not an energy ingredient.
I've had a few cars that had leaky cooling systems, and I had to fill the radiator with water based on the amount of driving I did. There I could have made the claim that my car ran on X-amount of water as well.
If something such as an engine that ran purely on water as an energy source was invented, it would simply be the biggest news in the history of humanity.
