The real problem is *neither*.
I used to have coffee with the local Postmaster. The problem he had with his employees is that the work pays so much better than other similar work that the employees literally cannot leave, no matter how much they hate their jobs.
The pay and benefits are
just enough better than other menial work they would be qualified for so as to shackle them with "golden handcuffs".
Second problem. No promotions and the work is tedious and boring. The employees know they face a LIFETIME of doing the same boring, unrewarding work with no possibility of promotion, creativity, or change.
That may sound like a good job, but it crushes the workers' souls. At least Wal-mart workers get to talk to people. At least ditch-diggers work in different places. At least factory workers sometimes get to change lines. At least maids can quit if they don't like their environment and work somewhere else with only minor inconvenience and financial harm.
The "golden handcuffs" at the Post Office literally drive some people insane.
