A chain of this type that prioritizes a fuel efficient delivery and provides a catalyst for other small scale exchanges will be useful when folks can't travel 50 or more miles for their stuff. Limit the items like ALDI for efficiency and you've got a pretty solid opportunity.

Ummm... Aren't you contradicting yourself a bit here?
The reason why chains work is because of the elaborate infrastructure that moves the goods to the stores.
The only margin for them really is in being more efficent than the local store (and Walmart will get even bigger when the costs everywhere else go even higher).
If you want to go local then you would have to try to source locally (which will be an issue if you're in a big city) and the idea of a "chain" is pretty much out of the question.
