I think there's several reasons why this is:
1. They'd normally not be exposed to the idea anyhow.
2. A movie visualises the idea, shows its potential (usually extreme worst-case) outworkings of it.
3. It does this at an easily understandable level.
4. It does it in a reasonable timeframe (approx. 2 hours, usually).
This method has its advantages - for example, the absolute worst-case scenario (and sometimes even worse than) is presented, mainly because it's the most marketable and watchable. Showing people the worst it can get is
ever so slightly more likely to push people into action.
