The cries for new refining capacity are growing in frequency, volume, and head count daily. Unfortunately it looks like the calls will be answered.

Personally I would prefer the current artificial peak created by limited refining capacity remain in place indefinitely. In fact, wouldn't it be even better to allow existing capacity to decline naturally and be phased out as it ages past useful life? A planned power down slope?

OK, I know it will never happen that way, but let's consider and discuss the possibility anyway.
Stop filling dumpsters, as much as you possibly can, and everything will get better.

Just think it through.

Couldn't agree more. Just revamp the existing refineries so they can handle sour or heavy crude (I have no idea what this would entail).

I recall seeing $1 billion as the required upgrade investment. I don't know how big a refinery though.
