The cries for new refining capacity are growing in frequency, volume, and head count daily. Unfortunately it looks like the calls will be answered.
Personally I would prefer the current artificial peak created by limited refining capacity remain in place indefinitely. In fact, wouldn't it be even better to allow existing capacity to decline naturally and be phased out as it ages past useful life? A planned power down slope?
OK, I know it will never happen that way, but let's consider and discuss the possibility anyway.
