When old people find out their IRA/401K/Pension funds/etc was just fictitious monies and never actually existed (in terms of resources allocated to back up those valuations) in the first place, and they can't afford health-care, the problem will largely take care of itself.

TPTB stands for The Powers That Be. There is a plural implicit in the terminology, TPTB cannot be described as an 'it' any more than the population of Rhode Island can. When you start a thread with a heading "The Perfect Economic Plan"; you should have some at least reasonably thought out ideas.
