Bobeau, I think that this would be the perfect solution,
in theory. If the average American could be forced to cut back on consumption while at the same time paying more taxes that could go into renewable energy research and development for using what the rest of the world sees as a luxury, then PO would be moot (for now...)
In reality, however, our entire infastructure is built on the
need for consumption and private transportation. Our megacities could perhaps get away with it, but the rest of America would become crippled due to the immense sprawl of suburbia.
Also, we would have to consider the amount of time, energy, and work that would go into creating such a vast fleet of public transit systems. If we'd built this country like Europe from day one, then, yes, this may have worked as population centers would be more centralized.
The problem is not so much in the cost, but in the reality of
who we are.
