Recently, The Intercept published an internal Pentagon video it obtained via the Freedom of Information Act. The short film — entitled “Megacities: Urban Future, the Emerging Complexity” — was used to educate elite United States soldiers on the world’s urbanized, dystopian, overpopulated future and all the military challenges that will come along with that future.

After The Intercept released the video early in October, a Pentagon spokesperson explained its function. It was used at the Pentagon’s Joint Special Operations University, in Florida, to train future strategic leaders and troops. “It was made for an internal military audience to illuminate the challenges of operating in megacity environments,” Army spokesperson William Layer explained to The Intercept. From the context, the video was probably produced in 2014 or 2015. The video’s creator, who declined to release his or her name, did it for free. In depicting the apocalyptic future, though, the creator identified five troublesome, current groups, each emblematic of the future’s factions.

Here are those five groups, each serving as a placeholder — in the Pentagon’s eyes — for the groups that will emerge within the future’s megacities to disrupt the world as we know it. (Aside from these five specific groups, the video features various rioters, protesters, and revolutionaries from around the world — in Greece, in Kiev, and in Syria, for instance.)

ISIS makes just one appearance in the video, to symbolize what can happen when megacities form and squash together radical, opposing ideologies. Al-Qaeda also makes an appearance.

There’s one vague shot of someone sitting outside, with his face obscured, on a laptop. After that image comes the familiar Anonymous YouTube screenshot, featuring some hacker in a Guy Fawkes mask reading from a script.

“As historic ways of life clash with modern living, ethnic and racial differences are forced to live together, and criminal networks offer opportunity for the growing mass of unemployed. This becomes the nervous system of non-nation state, unaligned individuals and organizations that live and work in the shadows of national rule.”

Cartel gangs appear twice in the Pentagon’s video: first, two members posing outside of a currency exchange center, wearing balaclavas, body armor, and armed with AK-47s. Second, a man stands in a street armed with a shotgun, his face completely obscured.

“The cities that grow the fastest will be the most challenged, as resources become constrained, and illicit networks fill the gap left by overextended and undercapitalized governments.”

Unrest in Venezuela led to the formation of violent gangs, which the Pentagon thinks signals what’s to come in our massively urban future.

“The scale and density of these domains is daunting. In a city of 10 million, where you hold the support of 99 percent of the population, the remaining one percent represents a threat of 100,000. It is an environment of convergence, hidden among the enormous scale and complexity of the megacity. These are the future breeding grounds, incubators, and launching-pads for adversaries and high-bred threats. Linked globally, these are man-made labyrinths that provide refuge and movement across the vast sections of these cities, where alternate forms of governance have taken control.”

MS-13 — or Mara Salvatrucha — is a Los Angeles-based criminal gang that operates all over the world. MS-13 members are known for just about every illicit act in the book.

Here’s a transcript of the video: The Pentagon’s dim view of the world by 2030.

The future is urban. By 2030, urban areas are expected to grow by 1.4 billion, with that growth occurring almost entirely in the developing world. Cities will account for 60 percent of the world’s population, and 70 percent of the world’s GDP. The urban environment will be the locus where drivers of instability will converge. It is the domain that by the year 2030, 60 percent of urban dwellers will be under the age of 18.

The cities that grow the fastest will be the most challenged, as resources become constrained, and illicit networks fill the gap left by overextended and undercapitalized governments. The risk of natural disasters, compounded by geography, climate changes, unregulated growth, and substandard infrastructure intersect to frustrate humanitarian relief. Growth will magnify the increasing separation between rich and poor. Religious and ethnic tensions will be a defining element in the social landscape. Stagnation will coexist with unprecedented development, as impoverishment, slums, and shantytowns rapidly expand alongside modern high-rises, technological advances, and ever-increasing levels of prosperity.

This is the world of our future. It is one we are not prepared to effectively operate within, and it is unavoidable.

Megacities are complex systems, where people and structures are compressed together in ways that defy both our understanding of city planning and military doctrine. It is an ecosystem that demands a highly agile and adaptive force to successfully operate within. Infrastructures will vary radically, with concentrations of high-tech transportation, globally connected air- and seaports, contemporary water, utilities, and waste-disposal, intermixed with open landfills, overburdened sewers, polluted water, and makeshift power grids. Living habitats will extend from the high-rise, to the ground-level cottage, to subterranean labyrinths, each defined by its own social code and rule of law. Social structures will be equally challenged, if not dysfunctional. As historic ways of life clash with modern living, ethnic and racial differences are forced to live together, and criminal networks offer opportunity for the growing mass of unemployed. Even our counterinsurgency doctrine, honed in the cities of Iraq and the mountains of Afghanistan, is inadequate to address the sheer scale of population in the future urban reality.

From the streets of Aachen to the citadel in Hue, we have defeated adversaries who attempted to use urban terrain to their advantage. Urban conflict is written deep into the Army’s histories, but in tomorrow’s conflict, these megacities are orders of magnitude greater in complexity, and our current options do not meet strategic ends. Our future operations must allow us to rapidly return the city to the people. They will be too large and complex to isolate or cordon in their entirety, yet our soldiers will have to operate within these ecosystems with minimal disruption and flow. Our current and past strategies can no longer hold. We are facing environments that the masters of war never foresaw. We are facing a threat that requires us to redefine doctrine and the force in radically new and different ways.

The future Army will confront a highly sophisticated, urban-centric threat that will require that urban operations become the core requirement for the future land force. The threat is clear; our direction remains to be defined. The future is urban.

    These organizations will be minor issues compared to desperate people in place upset and felt lied to. Civil war the world over is a threat. Too many places are natural in the status quo but unnatural minus the status quo. These mentioned organizations are irrelevant except in the status quo. Once the status quo has been disrupted these organizations will cease to function as they are now just like so many other organizations acclimated to the status quo.

    Interesting for the Pentagon to host the idea. Sounds like they are prepping our military to become the world’s policemen. Given the results of the last 25 years it’s difficult to see Americans getting behind such a plan.

    And: “The future is urban.”. And again a fool that has never studied the history of the 20th century. They might want to check outg the details of the 40,000 French civilians in URBAN areas killed during the months after D-day. Or the 60,000+ Dresden urbanites killed by allied bombing. Of check out the Greek towns where the Nazis killed every man, woman and child.

    As many and maybe more civilians (mostly in urban areas) died during WWII then all the military combined:

    Rather amazing to see so many in the MSM act as if civilian casualties in the ME are a surprise. Massive urban civilian casualties became the norm after WWI.

    Rock – They’ve been the world’s policemen for quite some time now. Keeping straits open for commerce and energy transport is an important part of that. I’ve tried, without much success, to get this across to my friends here in France – they don’t get it. They’re not speaking particularly softly but they’re carrying that big stick.

    LoL, there is no ‘need’ for the uS to ‘police’ anything. It cant even police itself properly, let alone the world. The uS does not enable commerce thought its garrisoning of the world, but tries to restrict and control it for its own benefit. And of course, to impair the ability of more independent minded countries to trade on terms outside those the uS imposes.

    The exceptional navy, is force designed for intimidation and blockading, not trade, or protection.

    If you ask me (I know you want to) it’s already a dystopian existence of sorts for many. Ok sure people still have all their limbs and are overfed, but there is a blanket of anxiety, depression and anger over these repressive lands. What is the combined total of medicated people, Dr medicated + Self medicated, people? Real big number, now add in all those who self medicate with their activity of choice – gambling, shopping, eating, porn, exercise, etc at pathological levels. Yeah we so happy. I don’t think the US would spend a $ protecting the Straight of H. if the US were a NET oil exporter. In fact we might provide weapons to Iran if they used them to shut off production of the US competitors exporting oil.

    If the US has been the “world’s policeman” where were we 22 years ago when in Rwanda 500,000+ Tutsi civilians were slaughtered by the Hutu majority govt?

    I think many would describe the US actions over the last few decades more like that of an LA gang protecting its turf then a member of LAPD protecting your neighborhood from drive-by shootings.

As far as the resolve part, you plan on leaving, so this country can go to hell as far as you are concerned.     I’m Hispanic also, but I am a cracker. I’m third generation Mexican American. I love Mexican food and Mexican beer, but I am an American. My children and my grandchildren are American. All we own is right here. We have no place else we want to go. In a collapse the kids will leave the Tampa bay area and come back home to the center of the state.

    This article points to the impossibility of controlling mega cities in the best of times. In a collapse, it all goes to hell very rapidly.

    You have three days without water and three weeks without food. In the cities things will sort themselves out very rapidly once supply chains break. If you had the things in the above list, you could keep your head down while the mob sorts itself out. Things will be a lot quieter three months after the grid goes down.

Your comment about not leaving the U$ may come back to haunt you. There was a time I thought that way also. I have been in the Ps for 8 1/2 years now and it was the best decision of my life. Mexico may soon seem like the “promised Land” compared to America. Maybe Trump’s ‘wall’ is to keep American’s in? Good luck!

    Cloud9, I understand somewhat, but don’t you think I have kids (2) and grand kids (6) and great grand kids (2) to “defend’? What help will you be if you cannot do anything but watch them pay the same price as you? And that is the future for all of us.

    Unless you are one of the 1% with resources and power and a private jet, you will only be able to give moral support after the SHTF and martial law takes hold. Better they have a place outside the U$ to go to, and you leave now to prepare it, before it is impossible? Good luck!

    Mak we all have to make decisions based on limited information. As such much of the process is flawed. I fear that like Oedipus no matter how hard we try, no matter how far we run, we are simply running into the arms of our own fate.

    We have pig farmers, dairy farmers and cattle ranchers that are very much aware of how things can go off the rails. Included in that group are some local police and National Guard members. The book One Second After and the German Army Study on Peak Oil impacted a number of these people. We have formed a loose confederation. We all bring something to the mix. We are not a militia in the sense that we’ve got people running around in camouflage underwear playing war games. We are simply a group of assets that intend to pool our resources in an effort to augment the survival chances of the group.

    We have the advantage of being located in a small rural county in Central Florida. A few bridges control access to our county. Water is abundant along with natural vegetation and nonconventional foods.
    If it all goes to hell we will flee to the scrub and local swamps and live off the land as best we can.

    I still have family in Florida. My Dad lived there with his second family for 23 years before he passed. I am very familiar with it. You may be in a good location, or as good as they get in the States. You have the advantage of not having to worry about freezing to death. Good luck with your preps!
