Saudis See Oil-Freeze Deal Possible in November, Not This Week

A deal by major oil exporters to freeze output may have to wait another couple of months.

As producing countries gather in Algiers for talks on Wednesday, Saudi Arabia signaled for the first time it may accept the idea that Iran keep output at maximum levels but doesn’t expect an accord to be reached this week. A deal in November is possible, Saudi Oil Minister Khalid Al-Falih said in a briefing in the Algerian capital.

“Saudi Arabia will be a willing partner in this freeze agreement,” Falih said. “Three countries have special conditions, namely Libya, Nigeria and Iran.”

Saudi Arabia will suffer a fiscal deficit equal to 13.5 percent of gross domestic product this year, compared with one of less than 2.5 percent of GDP for Iran, the International Monetary Fund estimates. The IMF says the Saudis need oil close to $67 a barrel to square the books. For Iran, it’s lower, at $61.50. Brent crude, the global benchmark, fell below $46 a barrel in London on Tuesday.

    “The IMF says the Saudis need oil close to $67 a barrel to square the books.” If one were to search history of KSA “books” (i.e. their budgets) they will find their budgets were built at around their future revenue projections. Which why the KSA ran HUGE budget surpluses as a result of the HUGE increase in the price of oil. Once the KSA projections of future revenue increased dramatically not terribly surprising so did their future budget projections. Much high er revenue streams not only allowed a big increase in the sovereign fund as well as more subsidies to its citizens.

    And now revenue has fallen significantly. So how much of a surprise that the FUTURE planned budget for subsidies for the public are being reduced to match its current revenue in addition to the sovereign being drawn down.

    FYI the KSA oil export revenue has returned the same level as seen in the first half of 2009 after the price collapse of late ’08. The current oil export revenue is the same or a bit higher then the majority of the years between 1983 and 2002.

    IOW the KSA doesn’t need $67/bbl to “square their books”. They simple need to reduce their future budgets to match their future revenues. Just how they’ve usually done for most years over the decades.

    Clogged, ever been to America and taken a look around? Seen the people? Talked to them? Watched them waddle? They have zero in common with those from 1776.     Thanks Old Dutch for the picture of Vancouver Chinatown I have spent many a day wandering through since 1977. Yeah, Vancouver is the only city in N America with a long standing Chinatown.

    The Chinese have been there for over 220 years, did the most dangerous jobs building the railroad through the Canadian rockies, have paid their taxes, fought in the wars and behaved themselves and contributed to the building of Vancouver and Canada as much or more than any other group of immigrants. They are invested in the Canadian status quo as much as any Canadian whites are or any group. The first of my people only got here in the late 1800’s and the rest 35 years later.     Ap, 14 generations ago (1734), my ancestor, a ship’s captain, decided to leave Austria and immigrate to the new country, North America, now known as the US. I have my family tree that goes all the way back to him. I had a good life there. Then the US became a 3rd world nation. I decided to leave that worn-out, dumbed down, obese, non-democratic, debtor nation for a new country and a new life, the Philippines. No regrets. Perhaps that is how my ancestor felt about his move.

    BTW: Manila contains the oldest Chinatown in the world, founded in 1594. It is a very popular shopping area, with a long history of trading. The Chinese have been here a long time and total about two million currently, including tourists. Approximately 27% of the Filipino population have some Chinese blood.

    No matter where we reside, climate change is going to affect us. Artificial lines drawn on a map are invisible to Mother Nature. Other than being suicidal as a species, we are no different then any other mammal, as we are finding out. I appreciate your references to ecological current events. They are the only ones that count.

    BTW: I spent a weekend in Vancouver 10 years ago and thought it might be a good place to live, but too cold in the winter.

    Rockman, I look at the market numbers most everyday. I do not have any financial interest, just curiosity. It is the whole market going nuts and more proof of the ongoing collapse in everything.

    I have zero interest in ‘futures’ or any other faux numbers. I watch the insanity as the market gyrates on any plus or minus comment or happening in the world. It should be about 60% to 80% lower than it is.

    I am simply awaiting the crash to know how much time I have to leave Manila and move to the farm. Not that it will be unsafe here in the city, just that I will know that the lies are over and reality is hitting the deniers hard between the eyes with that 2X4.

    It will mean I am not going back to the US again. And that the end of the internet is nigh. Or so I think.
