Best case scenario for Mexico is a short oil boom before production declines come back. Most likeky scenario is a slowdown in the rate of decline of oil extraction. Either way Mexico is a mess and the majority of the people won’t notice the difference.

Pemex is in FACT making deals to IMPORT light oil
from the US.

What does this indicate?
Refineries set up to refine light oil are running short of CL. Also, I’m believing there will be technology transfer
in exchange for plus pricing.
