The private sector is responding with alacrity, ramping up the construction of wind farms, solar arrays and ethanol plants. The Renewable Fuels Association, a trade association based in Washington for the ethanol industry, said that the 85 ethanol projects now under construction would more than double the existing capacity of six billion gallons a year by the end of 2008. Many of the same venture capitalists who financed promising California-based Internet companies in the 1990s are now financing promising California-based alternative energy start-ups.
