..The price rises have generated enough heat to fire several power stations but the fact is that customers themselves could do much more to cut their bills. So far, the war against energy wastage, most recently exemplified by the Scottish Executive’s discontinued public service broadcasts telling us to “Do a little, save a lot”, has been lost. Energy conservation has become a neglected after-thought rather than the focus of government policy.
Paul Ekins, head of the environment group at the Policy Studies Institute, said: “Conservation is the cheapest of the low-carbon measures available to us and it should have been the focus of the energy review. But it just hasn’t worked out that way. Getting people to install loft insulation is much cheaper than building a nuclear power plant.
