President Bush and his Brazilian counterpart are expected to agree on Friday to create a global forum on ethanol, which would provide standards and foster cooperation among business and governments. “Biofuels will be in the future the main link between Brazilians and Americans,” said Nicholas Burns, U.S. undersecretary of state for political affairs.
The proposed association — to be run along the lines of the oil cartel, Organization for Petroleum Exporting Countries — is to be the main topic of talks in Sao Paulo, where Bush is beginning a six-day tour of Latin America.
