Delaware and six other Northeast states announced agreement Tuesday on a plan for a mandatory, 10 percent cut in heat-trapping carbon dioxide emissions at power plants across the region.
The measure would cap releases of so-called “greenhouse gas” pollution from larger utilities at current levels — about 121 million tons annually — between 2009 and 2015 and would require an overall 10 percent reduction from those levels by 2019.
