A lack of publicly accessible, hard data could easily lead to such a result, even amongst a group that is demographically homogenous.
In such a case, we read what is available and apply a certain amount of intuition to try and ascertain what has been left out. Our personal preferences concerning policy and culture will always influence that intuition, and so we end up drawing differing conclusions.
In addition, a lot of the conclusions folks might draw will be dependent upon the ultimate of randomizers, human behavior. Do people want electricity more than they care about the environment, or perhaps, will people overcome their fears and build out a substantial base of nuclear power to provide baseload support to a wide array of renewable energy sources... Will people riot and demand change, or will people riot and rip down power distribution stations?
All can lead to very different answers, without anyone making an error of logic.
