As for the idea of dogs forming packs and roaming around causing a menace to people, this is true. We live in Chicago, and my husband used to be in a place where he used to commute to his old job by bike. He was going through this neighborhood, and a pack of dogs were there, came right out from an alley..and as this was a factory zone, the neighborhood wasn't full of people walking about, coming and going, watering the lawn, etc.
So, they spot him and they think "free meal on wheels" and they speed up! He figures he is on the menu, and they really are feral and ferocious, and are not kidding around, him being a big guy, he speeds on and BARELY eludes them! In fact, he told me they were literally snapping at his heels. If he would have had a flat or hit a bump, he would have had them all over him.
Feral dogs are nothing to kid around with, heck, any dog you have to watch out for, unless you know it. Especially living in a city, where folks have pit bulls for protection, but don't know how to take care of them, have kids, and then wonder why their kid and the neighbor's kid was mauled. Duh.
