HAARP will zap the upper atmosphere with a focused and steerable electromagnetic beam. It is an advanced model of an "ionospheric heater". (The ionosphere is the electrically-charged sphere surrounding Earth's upper atmosphere. It ranges between about 40- to 600 miles above Earth's surface.)
Put simply, the apparatus for HAARP is a reversal of a radio telescope; antennas send out signals instead of receiving. IMO Nuclear warheads of adversary would be launched before this system is operational according to design (if it is possible at all to make it operational).

However the most likely outcome of these experiments will just be a random vandalism of ionosphere with non predictable consequences and little military use.

Some arms race in terms of ionospheric vandalism can easily emerge out of all that. After all Russians also have access to vast polar regions as close to north pole as Alaska is.

So the WW III may begin with abrupt world wide communication collapse followed by nukes.
