Define "maintain its power".

Is the Sri Lankan goverment "in power" ?

Nobody can answer that question because there are so many levels between anarchism and state rule. Secondly, what country are we talking about here? Somalia is already in anarchy, but i highly doubt that most European countries will ever fall to that level.

Yeah, but the natural limit where I'd draw the line would be when the government is no longer able to effectively uphold law and order by punishing criminals or insurgents (even with some delay). Riots that just go on unimpeded or regional warlords taking control.

I assume that most responses refer specifically to the US. I could make separate polls for each country but that would get pretty monotonous...
