I guess if I installed solar panels and sold the surplus I would be lucky to get an amount equal to what I pay under 1).
I suppose a fair situation would be to acount for distribution charges and tax the private party providing the electricity. But according to a bill I have here, transmission accounts for 7/10th of a cent per kwh, compared to generation at over ten cents. And taxes are much less, something like 1/5th of a cent. So taking something less than 10% should account for taxation/transmission, and if the going rate is something like ten cents per kwh, then the owner should be paid nine cents per kwh. But 40% is just greedy!
In any event, the article is dated Wednesday, March 19, 2003. So... maybe it's a moot point?
