Looks like they may need to use a polymer with a higher Tg for them to work for the long temp -> More expensive...

Looks like the failure mechanism would go from sag (thermally induced expansion) to a brittle fracture failure for the composites. Interesting anyway!

Do you know if this is the system they are using to replace existing high tension power lines where they updating the Grid?

Appears to be occasionally used. Utilities are known to be risk adverse. There remains reliability questions that are being addressed. The conductor may have significant cost associated with it as well.
