That means keeping the lights on, keeping the water on, keeping the heat on, mowing the lawn, clearing sidewalks and driveways of snow, picking up garbage, getting rid of unregistered vehicles, keeping noise levels down etc.
Are there really laws about keeping the heat on in your own house? What temperature is required, or does that vary by locale?

Codes and enforcement vary by region, plus there are heat requirements for landlords and housing programs as well as minimum temps for rental units. Households with children and vulnerable adults are also frequently reported to protective services for low-heat and no-heat situations.
If you don't keep your heat on in our region of the Northeast, your pipes will eventually freeze, crack and burst during the winter, possibly creating tens of thousands of dollars worth piping and water damage.
