I've got this image of bad "widows" stuck in my head now. :-) Anyhow, there may have been an increase in fees from your utility, not tied to usage. My bill for example has:

Customer Distribution Charge: $4.00
Electric Universal Service Fee: $0.30
Energy Cost Adjustment: $1.68
Cogeneration PURPA Surcharge: $4.34
Franchise Tax: $0.56
MD Environmental Surcharge: $0.14

A total of $11.02 that I must pay even if I used no electricity.

Record-breaking heat in parts of Texas is causing electricity bills to soar, just when most consumers were expecting some relief from sinking natural-gas prices.

The protracted heat wave -- Austin on Monday recorded its 64th day of 100-plus degree weather since June 1 -- has pushed electricity demand up to record levels, as air conditioners run overtime.

To meet the demand, costlier electric generators have been pressed into service. As a result, electric rates and consumer bills have risen despite the lower price of natural gas, which is used to generate most of the electricity in Texas.

Ray Basham, a press operator who lives in west San Antonio, saw his bill jump from $170 in June to $245 in July. That is partly because his utility, CPS Energy, raised its price per kilowatt hour to 10.4 cents in July, from 9 cents in June, when two power plants broke down and the utility had to go into the open market to purchase replacement power. "Luckily, my wife and I have jobs, so we could pay," he said.

TX: Our electric bill went from $301 last month to $398 this month. Replaced (in July) every light we could with LED, and there were no changes in our usage habits.
Schools have started back up in the last week. That has to add to the stresses on the power grid in this heat.

My electricity bill is down 20% this year from last, approximately drop if I compare to 2005. Which means that not only is gasoline cheaper than since peak oil happened, but so if my electricity.

Just another data point in the drip-drip-drip of reality since peak happened.

Just another visible piece of information of how distributed PV systems are changing the world of utilities enough to make them nervous.
