1 billion is peanuts and pretty much laughable.

The cash for clunkers blew threw 1 billion in 6 days.

also don't forget the 1 billion won't come close to making up for the lost tax revenue city and states would normally get over the past 5 years.

$200,000? That is enough to pay 3 officers and their benefits ($$$$$$) for 1 year...

WOW.

Not.

$1 billion is nothing. I actually think this is money well spent. I sure the hell don't want to live in a world without law/order. Go live in Rwanda or Somalia if you want that :)
lawns should be outlawed.
