Ever notice how much better managed the monarchies of Europe are than the democracies? Andorra, Liechtenstein, Monaco. Andorra has the highest life expectancy in the world. Monaco has no income tax.

I don't think small prinicpalities or City States who's attraction is often 'tax haven' status will fare particularly well PPO.

Those countries are tax havens for wealthy Europeans. Comparing them with real European countries is nothing but dumb.
