Just a bit of info before you read the description and watch the video. A local Phoenix resident filmed these concrete containers being buried at the military memorial cemetery in Phoenix. He called the head of the cemetery and asked about them. There were 1,000 of these being buried. The administrator said that this was normal and that there was nothing to see here, move along. Each of these containers, he said, could hold 4 military coffins or 10 bodies without coffins. Why are they preparing these unusual graves for 4,000 coffins or 40,000 bodies? 4,000 is the total number of all the deaths in Iraq over 6 years, so why do they need to prepare this number of these graves in a few days?

I am still skeptical about the mass graves being used for civilians, H5N1 victims, or other hypotheses on this issue. I'm not denying that it could be of dual-use, but I don't find it to be likely for this particular issue. Looking at the statistics on current living veterans, it would make sense that they would need this many graves. Many WWII, Korean, and Vietnam Vets are getting up there in age. Gulf War Vets are coming back very ill from DU exposure, "Gulf War Syndrome", and other issues and dying prematurely.
It looks like these cement boxes are holding containers for the flag draped coffins to be lowered in. If any place were to be used for civilian mass burials after a pandemic, I believe White Tanks Cemetery would be used. This was brought to my attention that this is standard procedure for setting up a Veterans' Cemetery:
