I thought I would kick this idea out to the forum and see what people think.
At PO.com (and TOD) people tend to have an eye very firmly fixed on the energy ball. We tend to see problems very early, I was thinking about a coherent warning system of those problems we see. This is more for short term problems, the sort that come up after strikes and hurricanes.
Level 0: No anticipated problems.
Level 1: Events suggest that disruptions to supply are feasible.
Level 2: Events suggest that a credible risk to supply exists. Individuals are advised to review any personal planning they have for such shortages and ensure it is up to date.
Level 3: Shortages are believed to be imminent. Individuals are advised to ensure any preparations they require to mitigate against shortages have been completed.
Level 4: Localized shortages being experienced.
Level 5: Generalized shortages are being experienced.
Anyone issuing such a warning would give it like this
