What does a city with a limited budget cut back on first? It's police force (control) or its ambulance crews (service).
They will cut back on the service sector first. Here is what I will see.
First cutbacks... Ambulances except for "real" emergencies without sending any fire apparatus.
Second cutbacks.. Fire services except for bare essentials to keep towns from burning down. I.E. no rescuing cats out of trees.
Last to go will be police. TPTB always want to control the masses. Police will be sent for major crimes only. Traffic tickets, seat belt enforcement will be non-existent. Looting, rioting, murder will still be covered but with a slower response time. Use of deadly force will increase!
