What happened to the $300B housing bill?

A month or so ago, there was a $300 billion housing bill that (I thought) passed. However, when this new $700B taxpayer raid was proposed, I didn't hear a single thing about the previous $300B in any MSM outlet.

Is the $700B in addition to what was agreed on earlier for housing, or is that part of the $700B. I assumed it was separate, and if so, why are lawmakers not bringing it up, and instead want even MORE money for housing bailout?

What happened to the federal takeover of Fannie and Freddie?

What happened to the UNLIMITED "line of credit" that the Fed opened for banks?

The people are DC are just throwing money at these problems....they have no idea what to do to really fix anything.
