Remember, the USA holds more people in prisons than even the Soviets did in their heyday. For who knows what crime exactly other than being poor for the most part. You don't end up in prison if you have money.
If there is no tax money to keep the prisons operating, what do you do? Capital Punishment for ALL, even if you just happenned to be in prison at the wrong time for a 2 month sentence for stealing hubcaps off a car because your daughter was hungry and needed some food to eat.
Debtors Prison still exists, and in a time of resource depletion if you are there now for any reason, you are toast. Doesn't matter if you murdered someone or stole some hubcaps, its Capital Punisment for all.
I always wondered about that. Does anyone know what happened to the 1000+ prisoners on Galveston Island who were not evacuated because they were a "security risk"? Allthough the news made a big deal about this BEFORE the storm, I haven't heard a peep since...
