Could be your local service provider. Are they throttling the networks? Some do, to combat bit-torrent use,and filesharing.
I occasionally have issues with certain websites, but I am sure it's on their end. Not mine. Never had an issue with connectivity to Google, or any other large websites.
Do you use cable? Live in an apartment block? That sometimes messes with connectivity, because your neighbours share the connnection to the main trunks.
Who knows, maybe a random server your PC sent a request to, was down for a brief time, and you just happened to be trying Google at the time.
Or maybe the NSA has shown an interest in your internet use, and decided to drop a key-logging trojan on you, and it's a little buggy.
Might be time to format, and reload your operating system. I do it every few months, just because Windows is such a bloated, clunky, and moss gathering operating system. Plus it tends to get rid of malware in your registry that commercial anti-spyware misses. Which may include the malware, and trojans from the NSA, as well as any porn sites you frequent.
