Since I am a citizen of both countries, I would say that I put both of them first. I also have an implicit interest in maintaining good ties between the countries, so when I yield an issue like breaking off some of those ties to you, that is extremely significant. I would imagine that people who have a dual-Canadian/US citizenship would also be interested in maintaining ties between those two countries.
Where do my loyalties lie when the interests are not shared between the two? I generally think about the outcomes for the first world and go with which ever is the better general outcome. If these two countries were ever to go to war, I would probably sit the whole thing out in the UK until it was done because I could not fight against either country.(Too many friends and family in both…)
