Potable water, irrigation water, cooling water, fishing, recreation...
You are going to rely on a flood plain for potable water, cooling water, irrigation water? I'd rethink that. Also are the people going to go w/o power to keep the fish alive?
We already do that right now in the US. Most of WAPA's UGPR's dams are multi-functional. You should see the fight over the diverse interests/applications.


Are you refering to ideal small scale operation in ideal locations? Are these locations still connected to the grid? I was refering to locatiosn that are off the grid. Of course it's nice to have the luxury of the grid and leaving your resivoir partially full all the time but that is nto the situation I was refering to.

Leaving any substantial amount of water in the resivoir represents substantial unused energy which means there must be a surplus all the time. I don't see this as being the case for most locations.

Yup, grid backed just as I suspected. The viability of any resivoir changes quite a bit once the local population is solely dependent on the stored water.
