So if the BLM has not approved of any Solar projects on public lands, then why am I reading how there are two Sterling solar thermal plants be built on public land in California. Are they just talking like it's going to be approved because what I've read really sounded like work has already begun on them. I'll try and find the link.

Also, if the tax credits for solar and wind don't get renewed, does California still have tax credits in place on a state level?

As far as I could find, CA doesn't have any state tax credits for solar and wind.

Here's a link to the CA solar initiative:

which seems to offer some incentives for installing solar.

I know nothing about the solar projects, other than info that has
proceeded me in the thread.

I also don't know the amount of federal land managed by the BLM
in the state of California. But the projects you have noticed
MAY not be BLM land. Nationally, BLM manages less than half
the land owned, in some fashion, by the federal goverment .
